What's should I do please answer ?

Please help me.my parents are always working and when there home it's pretty rare.I'm always bored I'm an only child and my parents don't let me go anywhere unless I'm with them I'm 13btw.I have tons if friends in my neiborhood and thy always knock on my door to come ride bikes or skate bored with them (I'm a girl) but I'm not aloud an whenever I ask they say to just watch tv.thus has been going on for about 3years now.if I diddnt go to school and see my friends I would if gone insane fom lonelyness.I'm starting to go depressd.which annoys my parents even more.I'm nit sensitive yet I cry in my room almost every day.so I guess the real quiestion is what should I do? I smoke,it kinda helps the pain but I need something better I do so eat should I di with my life
