CPU help! I don't know what to.?

My computer keeps telling me that my CPU is at 99%. I have no idea what that means and how it will efect my computer. I went to my task manager asn it shows my CPU rotating fom perntage to percentage (like 9% up to 10% and many numbers in beteen.) What doests mean and how can I fix it? Please help me.
