When will my 16 yr old son start to develop?

My son is 16 yrs old and hasn't started to develop in anyway towards manhood. He is still very clingy to me. His mom and I divorced about 10 yrs ago. I keep him every weekend and on the days he doesn't have school, during the holiday breaks as well. My concern is that there may be something wrong with him. He is very babyish, shows no interest in the opposite sex, has no friends and never wants to spend time with them. When he is here he wants my attention constantly and will do whatever he can to get the attention away fom my wife of 4 yrs. He hasn't started to develop with hair growth or his voice changing either. I am very hairy and have dark dark hair, his mom is Italian/German with dark hair as well. I had hair growing at the age of 12/13. He whines alot around me but not his mom and her BF. He pouts if he doesn't get his way or what he wants. My wife tells me this is my fault because I baby him. And I need to be teaching him how to do things like use hand tools, cut grass etc. I was working with my dad at the age of 16. I wont let him go hunting or riding his dirt bike alone. SO maybe this is my fault. Any input, suggestions and/or comments would be greatly appreciated.
